01 — What This Citation Actually Is

But the line

Driving while license suspended without knowledge is a civil moving violation — not a criminal misdemeanor. The difference comes down to one question: did you know the license was suspended?

If the State cannot establish that you knew, the citation stays civil. That is a meaningfully better situation than the criminal version — but it is not without consequences.

This citation can itself become evidence of knowledge at the next stop. If you drive again before the license is reinstated and get stopped a second time, what was civil today may become criminal tomorrow.

Most people see the ticket and want to pay it and move on. But paying the ticket without fixing the suspension leaves the bigger problem untouched — and may make things worse.

Find Out What Is Suspending the License

Unpaid tickets, a failure to appear, an insurance lapse, child support, points — the cause determines what needs to happen to get the license back. You cannot fix what you have not identified.

Address the Cause

Pay what is owed. Clear the holds. Confirm that every suspension is resolved — not just the most obvious one. More than one can be active at the same time for different reasons.

Confirm the License Is Reinstated

Paying does not automatically reinstate the license. The DHSMV must process the reinstatement. Driving before that is confirmed starts the problem over.

Then Deal with the Ticket

Being in a position where the license is valid and the underlying problem is resolved is a different situation than showing up to court with nothing resolved. How the ticket is handled depends on the specific case.

The goal is to get back on the road legally. Everything else follows from that.

03 — Why Paying First Can Make Things Worse

Paying the ticket
is not the
same as fixing
the problem.

For most tickets, paying closes the case. For this one, paying without understanding what you are paying can create consequences most people do not see coming.

Payment Can Mean Adjudication

Paying this ticket may enter a guilty disposition on the driving record — a conviction for driving on a suspended license. That is a different record than a dismissed ticket.

The Suspension Is Still There

Paying the ticket does nothing to restore the license. The suspension remains active until the underlying cause is cleared and the DHSMV processes the reinstatement.

It Can Establish Knowledge

This citation, once in the record, can be used to show that you knew about the suspension the next time you are stopped — which changes the charge from civil to criminal.

Don't Drive Until Reinstated

Not until the ticket is paid. Not until the fine is cleared. Until the license is actually reinstated and confirmed valid. Every stop before that carries risk.

Multiple suspensions can be active at the same time for different reasons. Clearing one may not be enough to restore the license if others remain.

What Does the Ticket Say?

The exact citation, the statute cited, and any notation about knowledge are important before deciding how to respond to the ticket itself.

What Is the Deadline?

The citation has a response window. That clock is running regardless of what else needs to happen with the license. Both deadlines matter.
